Armando MencÃa y de Armas was born in Cuba but lived as a diplomat in Switzerland, so he was probably classified as Swiss. He was accredited to the League of Nations in GÃ©nÃ¨ve and also lived there. MencÃa worked in the Legal Department and was one of the promoters to end the Colombian-Peruvian war. He also had a patent in his name for a specific phonograph part.
