The 1998 Olympic short track competitions were held at the White Ring, where the figure skating contests were also held. In 1997, the rink had been used for the World Championships, a test event for the Games. After the Olympics, the White Ring became the home of Nagano's ice hockey and basketball teams.
The short track program remained the same as in 1994, with three events for men and women each. A rule change occurred in the ranking method: the final ranking for non-semi-finalists was now no longer determined by points scored, but by best time achieved. Also, times were now recorded in thousands of seconds, in order to correctly reflect the often small differences at the finish line.
