Armando Mencía y de Armas was born in Cuba but lived as a diplomat in Switzerland, so he was probably classified as Swiss. He was accredited to the League of Nations in Génève and also lived there. Mencía worked in the Legal Department and was one of the promoters to end the Colombian-Peruvian war. He also had a patent in his name for a specific phonograph part.
